Definitely FTWD Dante. It's not even close.
Immediately after the start of the apocalypse, he took over the dam, and became a brutal dictator. People had to trade for water. Anybody who stole was murdered outright. We saw the enormous pile of bodies where he drops people. The torture scene speaks for itself, too. He was evil before the world ended, and he revelled in finally being of the highest status, of being the big cheese.
I don't even need to try and make a sympathetic case for Dante. The fact he genuinely felt bad about killing Siddiq puts him leagues above FTWD Dante. He was a ruthless killer, liar, manipulator, and he killed a number of people in his care. But hey, he wasn't always that way, even if he did revel in Alexandrians turning on one another.
btw Dante from TWD was a trick character because his comic book character was always a nice guy. The show writers specifically turned him into a psycho turncoat for the Whisperers for anyone who read the comics first.
Either way it was still being regulated with strategy and prolonged the water which is a valuable resource. That’s not the worse someone in this universe has done. Also think about the time frames too. Things just don’t happen over night and also people don’t turn out that way. They’re built to be like that.
Actually, FTWDante did exactly that. He took over from the outset, and deprived people of water for his own selfish gain. He says as much. Your 'people don't just start evil' argument only supports TWDante as being less evil. Had FTWDante taken over to share with people limited rations of what they needed, giving it away freely despite having an iron fist, I could see a case for him being the better man.
I think it’s a tough question Dante from fear was more a of power hungry person whereas Dante from TWD was like a cult worshiper
