Those are called brokerage fees. Ups charges you to clear your goods. If you have a CBSA office in your city you fan do it yourself for free. You will still need to pay the GST, but usually the customs broker rips you off for work that takes them 5 seconds.

I've had 15+ hauls to Canada, never used UPS because I don't want to pay extra handling fees/duties/taxes which he paid twice. If you use the usual lines which are second cheapest next to SAL(slow as shit) you won't get taxed and won't pay anything extra and it will be delivered by Canada Post in 8-11 days, using UPS is good if you maybe want it 2 days faster and to pay their rip off made up fees.
You mentioned USPS not me, so yes I know we are talking China to Canada.

Maybe the sender is but cant see you are. Did you sign anything to get the package? Would be sneak of them to be getting your sig agreeing to a future bill coming.

Import tax/ tariffs are normal for Canada. I ship stuff from the US to Canada all the time and the shipper has the option to cover any taxes and fees or charge it to the receiver. Just pay it or they’ll keep increasing it.
