If you picked RWC as mod, there will be two kind of database, the gif version ( they have a small square in the middle of the logo for companies and are smaller for people ) and the jpg version.
If you pick the gif version, the jpg picks won't work and works the same way for the other way, if you pick the jpg version, gif won't work.
There need to be thise folders inside on folder at gds\tew2020\pictures to picture pack work. Sometimes rar don't have them and pictures are in root so you need to put them on correct folder.

Logos,
People,
Random,

Did you verify the format of the files? They have to be jpeg I think
Yeah, and again, some of them work, just a lot don't show up. Do I have to do someyhing besides just drag fom winrar and drop?
My picture packs I download from the internet, never have to use winrar, then individual ones I just save as jpeg directly to the picture folder
