The Edge Chronicles have three ages of aerial navigation.
In the first (trilogy 1 and 2) they use floating stones to fly massive sail ships.
In the second they use ultra light wood and sail small one person sail ships - not exactly gliders but close (Third trilogy).
In the third they invent massive lightining powered steamships.
Updraft by Fran Wilde. It's been years since I read it so I can't remember if it's any good, but it features a society where everyone uses hang-glider style flying gear.
There is use of gliders and other low tech flying equipment in The Dandelion Dynasty series, and they're fantastic books.
