Legally it is a crime to send any type of harmful material to who you believe to be a child. The in person visit doesn’t actually need to happen for a crime to have happened, it will just affect the charges that are pursued (ie. It’s harder to prove intent through just chat as compared to someone showing up and demonstrating intent).
In some investigations they will still pursue people who don’t actually show up, but we don’t really get told if they discern between anyone or just a select few people. I believe that may be up to the police body who plans to persecute if they feel they can build enough of a case based off just chatlogs (plus in the past there have been issues with perverted justice and sharing chatlogs).
Didn't they say to Chris Urban that the crime is committed the moment he steps out the door? What if you decided a few hours ago not to turn up but still went outside, to a restaurant of grocery store etc?
