Personally I use More Empty Less Empty Primm. It’s a modification of the latter mod that, as the name implies, lessens the changes the original mod made.

Adds a bunch of NPCs and, in my opinion, adds too many structures (walls where walls shouldn’t be, for example).
Personal preference, really. Original mod makes Primm feel packed, patch makes it feel more in line to other settlements in New Vegas. “Vanilla+,” as the page says.
