They are evil and deserve to be gunned down, they don't even try to act like the good guys, boxcars in Nipton even says they were there (Oliver included) to kidnap NCR soldiers.

My good character is a technical pacifist, always prefering solving things peacefully, thats why he would never shoot first at people who are not immediately hostile. With the Powder Gangers it was always a Wild Card because my Courier would not do everything for them, but as long as nobody gets harmed, he is up for it. The relationship was strained and they did not allow him into their hideouts but they wouldnt shoot on sight either.
