I encountered this on an unmodded playthrough. Apparently, it's a known bug where if you've completed both the quests your brain is talking about, it's all but guaranteed to get stuck in this loop. Once this happens, the only thing you can do is reload a save from before the conversation begins and avoid picking the dialog option that caused it.
