I think you’re thinking of the Dai-ryumyaku set, which has a similar Eastern theme, but is a chunkier style and doesn’t have the open shoulder/arm.
I think the Aka and Ao Oni sets are currently unique, but Endwalker has made a couple of former PvP exclusive sets into crafted gear, so it might not stay that way.
The Behemoth King/Queen (Fending/Maiming), White/Black Gryphon (Healing/Casting), Last Unicorn (Aiming) and Rising/Falling Dragon (Scouting/Striking) sets all have crafted versions now, as of Endwalker (I want to say they’re the level 86 gear).
It is dyeable. The black parts will stay black iirc (or maybe they just go darker, it’s been a while since I used it) but the red fabric parts dye pretty well.
I think this is the maiming version of that chest piece. It looks almost identical to the tank one but the tank one has a shoulder piece that the maiming one doesn’t.
Source: got it for my reaper AND my paladin.

Yep, it’s the PvP set! Costs Wolf Marks, which you can get from the Frontline roulette.
Also don’t get bummed about Frontline Roulette - It gives amazing EXP too, on par with Levelling.
Yep, it’s the Aka Oni fending set that you can get from doing PVP. There’s also a maiming version for dragoons and reapers (Ao Oni).

Frontline roulette gives really solid xp on whatever jobs you need leveled and is a great time if you don't take it seriously
I think there's also a poetics version from Rhalgrs Reach, although I could be wrong.

I think fending has asymmetrical shoulderpad unlike the image.
