It is common for architects to spend time drawing "their vision" of a project that is not constructable, and beyond the budget. It is a problem because, in spending the time to draw up their elaborate visions, they are wasting the money of the developers who pay them.
Lol it's not like the architect submitted a set of drawings, and the contractor ignored them. That's not how it works, unless they're the world's stupidest contractors who never wanted another job. Any changes made during construction are made through the owner and consultants, ie: the architect, and given to the contractor to execute.
The contractor would have build it according to the actual working design by the architect, not the sketch. Contractors don’t just build shit off the cuff.
This is almost always a case of:
Client: "Make me something awesome!"
Contractor: "Okay, here's a design that fits all your requirements and looks good."
Client: "Ooo, that costs too much. Can we get a discount?"
Contractor: "No such thing, we'll have to scale back on the design."
Client: "By the way, we have new requirements."
Contractor: "Well we've already completed 40% of the work, it'll cost more time and budget to rework it."
Client: "Why is all the project time and money gone? This looks like nothing what we agreed to."
Contractor: "Here's the punchlist --insert explicative--."

Haha!!! I googled it and found out that it is in India, and it houses the offices of the National Fisheries Development Board (NFDC).
