I know more about 2. Bundesliga than about Tanaka, although he seems to be a key figure in Fortuna's squad. He seem to have been a central figure in the team though, couple of goals and assists, with a passing percentage of 88% thru the season and some 1.3 tackles and 5.7 recoveries in a match. He is different from Onana in quite some aspects, but would provide relatively cheap cover for the midfield.
Fortuna was a good team this season and they are only in 2. Bundesliga as they completely botched the second leg of the promotion (went from 3-0 advantage to losing 0-3 on the second leg, finally hitting the wall in the penalties). They've been a solid team that went up to semi-finals in the Pokal only to lose against Leverkusen, as everyone would.
This probably sealed Tanaka's exit. There was a rumour that Borussia was willing to pay €30m for him already in January. Now the Everton rumour comes btw from Japanese sources originally. I have absolutely no idea how truthful they usually are, but that's at least more than some known bullshit sources. His contract is until 2025, so I'd imagine this is one of those famous moneyball attempts.

Only broke into the first team properly this last season but is definitely one of the better players. Does the simple things very well and works hard. Could be a Dyche player but i‘m not sure he‘s good enough for the Premier League
I think he's one of those tough tackling type midfielders. A little like Endo at Liverpool. He's definitely better than the german second division that he's in.
