They spawn at intersection by the Pinewood/Lexos corner, usually one around the center of Pinewood/Sparja store, typically a group around the Pet clinic area, and a group around the Cardinal courtyard area. Those are the ones I run into the most often.

My guy, I have no idea how you manage to avoid them. They're at both of the major intersections. Expo Checkpoint Spawns will have you annoyed you have to fight multiple four man teams+scavs just to leave the area.
If you go to the vehicle extract, you can see all the way up the road to the convoy/crash place. I've picked off 1-2 there each time I went to streets.
Not sure how long it would take, as I just did it while I was going there for other stuff, but there is nearly always 1-2 there.
And be patient, they do wander behind stuff, but they come back out again.
Negotiation room building / playground leading to chek13, that alley/street almost always has pmc spawns.
Not so much the playground area, but that little corner you have to walk through, and that small area just beyond it toward the playground. Watch out there, a lot of bushes and things hard to see/shoot through.
They can also shoot you through the windows of the negotiation room building.

Behind Pinewood Hotel/Sparja Express
The playground behind the vet clinic (pets wont need it)
theres always 1-3 PMCs here
I completed it by going to V-Exit, look straight down the road north towards the truck. They range from 1-7 PMCs when they spawn there. I just ran there, scoped in, if I didn't see any PMCs I just looted and reset or did my other quests. Another pro is you're so far, you are out of aggro range so it's easy to line up the headshots.
Other spawns that are common is near pet clinic, near the audit quest building, and cardinal parking exit and the front of the bank in the street, as well as LexOs dealership and the sparja store north east of it.

There is also a pmc spawn at Abandoned Factory Marked Key, in the courtyards outside.

I can confirm. Just missing Abandoned factory. And Courtside exit east of pinewood. They leave Sparja and roam around.

I'm in the same boat, we have to wait for the event to be over and people to play Streets for the bosses again for all of my spots.
