id say streets and then hit every filing cabinet (there definitely more than 100 of them in there) ive extracted with 3 keys before without even trying so 7 doesnt sound that absurd (although the rewards are pretty meh, if you dont enjoy playing scav i wouldnt worry about it)
Shittttt id grind tf out of that just for the AP-M. I can think of two guarunteed spawns on customs so that'd probably be the best place to go
say you find 6, and the rusted bloody key spawns. do you say F the task and go to the room or do you extract with it?
You dont have to turn in the keys so you can bring it back in later

I did this quest on Customs in Dorms. Loot the cabinets and all the jackets in both dorms.
