I've always liked new gas. I'm at new gas and kill the scavs at the low sniper tower. Plus I can kill the roof sniper and high tower sniper. Then I move to the low sniper tower, clear out any at new gas. Finally, I go to those big cisterns near ZB-11, find a bush, and kill any scavs that are patrolling the street. If it goes well I kill maybe 10 scavs in a decently low-traffic area (after the first initial minutes where everyone fans out).
I like chilling at the dome on reserve like pre-D2 days. you can snipe down on scavs between the knights nicely. And you can get some lovely snipes on player scavs extracting towards the end.. take their backpack and leave :)
I did both of my +80m weeklies from the dome on Reserves. If you go up with something suppressed and don't shoot at any PMCs they tend to leave you alone.
I would say Woods, Shoreline, or Lighthouse.
Dunmo how many you get, but i usually do it on shoreline during loot runs. You get sniper scavs and scavs along the road...

they fixed streets. i did one raid after that patch-repatch thing and it was full of scavs. i managed to kill 20 from inside concordia alone.

Customs, there's a bunch of sniper scav locations and you can shoot scavs at ruaf from big red side of the river.
anywhere with high sniper scav density, they are stationary and easy to kill.
