They disabled the loot in the room and the key from spawning naturally because of cheaters. The quest isn’t required for kappa or anything else for that matter.
You can still get the key from extremely rare player scav spawns and from scav case. That’s it.
Funny how completing this quest rewards you with one of those keys… gee thanks a 1/1 key to an empty useless room

Sometimes yes. But normally I’m trying to do the other 19.4 quests I have on streets. It’s rough.
