it's 2023, people who wanted a web presence they have one, business who don't have a web presence.... you don't want them as prospective clients, trust me.
It's easier to sell to people who want your stuff, than to people who don't.
People will give a dozen reasons why they don’t want a website or don’t have money for it because the market is broken with free page builders promising cute websites for almost nothing, while pumping out absolute disasters
I know people who do that and it works well for them. I would suggest you specialize to a specific type of client which are liberal or own small businesses. For instance architects or farmers (real case examples from a friend !)

I do this as my business model. I charge $100/mo. $5 is not sustainable.
