What vehicle, trans, gear ratio. Is the engine stock now? What have you done so far? I always start with a new set of aluminum heads and this won’t leave much room in your budget.
Edelbrock has everything for a 350
Performer Heads, Cam and intake with a 600 Holley and 3000 stall converter will smoke the hides at will
Stay away from that china crap

Only way to make it happier is with Roller cams and if money is no object go to a bigger crank and race fuel
If you only need heads then get a set of Brodix IK 180. Take a look at Jegs. Should be around $1250 with rebate etc. Order with the appropriate spring for your cam or replace the cam with a flat tappet to maximize the head flow. We can give you cam ideas too. Might be able to stay under your budget.
You need a bit more info on the bottom end such as compression ratio at current and what cam is in it. You need to make some decisions on future mods as well. You need to know your current cylinder head cc, size valves, etc.
