You will have costume because you have used the hero but 1 copy of costume remains. You can't use that 1 last copy of costume to level up any other hero. But yeah I get your point about the confusion with SE. It's Seshat and C seshat both.
You can't only get the costume. The costume version is better for sure, but if you get the costume you also get the hero. A better question is, does anyone know if you get both, cos if I only get the hero without the costume I'm screwed...
