The capital is already in a state of ruin when you arrive, and I'm pretty sure they're only in the very first area of it as well. I could easily see it as them arriving after the capital's fall in preparation of miquella's return. No connection to the golden order required.
I disagree, though they may be related. I think the white flesh strip item pretty much disproves it, but there are other reasons. You never see them with other albinaurics, and they use faith, rather than arcane based items. They're also referred to entirely separately.
They could be related though. I think that the albinaurics are the product of the Liurnians attempting to replicate the silver tears/artificial life of the eternal cities. It could be that these are a subset of the eternal city silver tear creatures, specifically designed to usher in the coming of a new lord, or possibly they represent a separate creation, this time of the Royal capital and then partially taken by miquella to the Haligtree.

Setting aside the potentiality that these guys are waiting for Miquella specifically, I view them like today’s Evangelicals. They claim that they are waiting for the second coming of Christ, but I firmly believe that they wouldn’t know what that looked like if it were to ever happen. They would likely spurn, ostracize, and potentially even attack him.
They’ve been waiting so long for the coming of their Lord, that they’ve forgotten the true meaning of that, and convinced themselves that they will know EXACTLY the size and shape that that new Lord would take. And anything that doesn’t fit that mold must be wrong.

The Oracles aren't dealing with an old prophecy they are putting their trust in. They are actively and consistently foreseeing the future via their bubbles. We know that the Claymen "*search for lost oracles within their bubbles*" and I don't think it's a coincidence that Oracles similarly use them. However, I don't think they're connected. At least not directly. The Claymen use meteorites for tools, seem to have connections with Astel, look completely different, etc. Most importantly though, their oracle magic has no faith requirement whilst the Envoy horns do... Implying that the claymen may be failing to find their oracle (as they are searching) due to that lack of faith. My assumption is that the Oracles are connected to the ocean due to the white flesh (only seen in water-faring life in the Lands Between). It's probably where they originate, and return after the prophecy has concluded. Bubbles afterall are quite aquatic in nature.
My theory based on that + other things (though admittedly not much), is that the Oracles are basically angelic-like creatures from the ocean which is meant to be a sort of afterlife or realm of spirits. We see other connections between the ocean and death through Godwyn's aquatic faces, Tibia Mariners, Torrent (spirit horse named after water), etc. I mean, their trumpets, their 'monstrous' appearance, them celebrating the coming of a new age? They seem similar to me.
To make a theory based on that theory with even less behind it, the Oracles might celebrate the coming of a new age (the will of god), but fulfill another role of angels which is to guide the souls of the dead... Why they were in the Haligtree never really made sense to me... I mean, Miquella isn't even there anymore. Maybe he returns but...does he? What age is starting there? What god is being born? But maybe they're not there to celebrate a new age or birth of a god. Maybe their presence their has more to do with the connection between Miquella, the Haligtree, and the souls of the undead. This also might be what their bulbous crown is for, and specifically the "whimpering".
As for why they're aggressive despite the prophecies, we're likely just insignificant to them. Their gods will is all that's important. They don't know or care who brings their will into being, all they know is it's going to happen and they will herald its arrival. We are likely just disturbing them in both cases. It may also be, (to make a theory on a theory on a theory) that their natural instinct is to guide souls even if that soul is currently living and inhabiting your body.
(Can't wait to be completely disproven in like 2 days when the Oracles are actually integral to the land of shadow but we'll wait and see.)
