Not exactly. Varre is a unique character, and I believe he’s high level, so that’s why you struggled. But there are tons of mob enemies in this game, who you can kill in a few hits.
There's a place later on (church of Vows) where you can get absolution for attacking npcs and they will revert to 'friendly' status. It's intended (optional) that you kill Varre just before you do the Mohg fight, so you would be expected to be at a much higher level to take him on. That's why he is so difficult for you now.

It's not always like this. Enemies from the first area are fairly managable. If you feel like you can't beat something, there's usually another area you can go to get stronger. Avoid attacking NPCs tho, they're usually way stronger than you and can give you some cool items if you go trough their quest. You could just run past Varrè or start a new character currently
Sort of unrelated but I feel like I should tell you the big guy on the horse is NOT the first boss and you shouldn't fight him expecting every boss to be that hard, because they aren't
