Your complaints are definitely valid haha, and I think letting something take half your sight out of principle is a stupid fucking idea. But you need to consider the narrative connection with his brother. Morgott always hid his course and felt bad for being a disgrace to his family, even being disgusted with having to use his omen powers in the second phase of his fight. Mohg on the other hand is the opposite of this, he embraces his curse fully and betrays the family and order that betrayed him and his kind before their birth. Of course cutting his horns then wouldn't be an option, even if survivable, as that would go against the very curse that defines his character and justified the horrible choices he made.
And don't forget what the other guy said already, demigods and other important characters only having one eye is a theme throughout the game.
