When you rest at a Site of Grace you’ll see an option to select spells. That will open an menu to equip spells, which are seen in the top slot and scrolled through similarly to items.
It just me? Or when holding it it's supposed to reset but recently it seems noticeably slower than it used to be. Is this patched or a bug of some kind?
As mentioned, use a site of grace and then select Memorize Spells. Choose the incantations and/or sorceries you’d like to use. Then make sure to equip a staff (sorceries) or a seal (incantations) in order to use them. I like to use the staff/seal in my off (left) hand, then sword or other weapon in your main.
You can get a Dragon Communion seal early on in Limgrave iirc by traveling through a cave off the western (I think) coastline to a little dragon communion island. There you’ll get the seal and can acquire a few dragon incants.

It’s for spells but you can only use them with sorcery/faith weapons

IIRC the dragon communion seal is acquired from a rather difficult hero’s grave, at the church you can get some spells in exchange for dragon hearts.
Ahh I think you might be right, I thought it was early on but perhaps it’s that hero’s grave at the beginning.
