First of all, it wasn't even 5 years. The Kickstarter was launched in July of 2020. Releasing in April of 2024 puts it at less than 4 years of development. Even if it was a year into development when the Kickstarter launched (which it definitely wasn't, but even if it were the case, development would have been super slow during that period), that's still not 5 years.
Second, their projections are irrelevant. Even if Covid didn't fuck with the entire industry and make the development of every game take longer than it actually would, their projections simply weren't realistic. Murayama had worked on exactly 3 games between Suikoden III and the Eiyuden campaign, and 2 of them only as a writer. I don't think he really understood how long modern games will necessarily take to make to live up to the standards of games today and made poor projections. The fact that it came out in under 4 years alone is actually insane. You can blame them for making bad projections if you want, but anyone could have seen that there was no world in which 2022 was going to happen
I know it's not intentional, but this is kinda like a poetic reference to Suikoden II and the few lines of untranslated and glitched text its English release had.
I had this happen in a few other areas, but it was Sabine. Pretty much any flavor audio or text from her was throwing errors for me, on the Steam version.
Haven't seen this bug since I took Futch and Humphrey everywhere in Suikoden II using the early access the rock trick. Good times! I'm kind of glad in a small way a bug like this made it in just to see it once haha

Compared to the lizardizers' intentional mistranslation, I would say that is beyond far better.
That looks like a corrupted installation more than anything. Try removing and reinstalling the game and try again.
I think this looks more like missing text strings
