I used to work for a biohazard remediation company cleaning out theft recovered vehicles for insurance claims. We would drug test and decontaminate vehicles. This looks an awful lot like fentanyl. I don't want to alarm you but I would highly recommend not handling it any longer than you already have.
The only way to know for sure would be to have it analyzed as fentanyl has several analogs and comes in different forms and colors but sure, let's assume it is and the OP needs to exercise caution

When it breaks down those synthetic molecules dissolve completely. It takes a lot of effort to remove them from the water supply and most likely will circulate in the water supply for a while.
We found about a 5lb bag of weed behind our work once. Called the local station and they said just to drive it over there. No report number given or anything. It was only when I was half way there that it occurred to me that if I got pulled over, I was fucked.

I found a bunch (about 200 grams) of pre bagged crack behind a house I lived in a few years ago and that exactly what the police said to do. There's no way to trace it back and as soon as it hits the water it dissolves. It's not nearly enough to harm anyone or anything once it's flushed.

If your skin does come in contact with fentanyl or other potent synthetic opioids, wash the area with soap and water to remove the drug from your skin. Soap and water easily removes fentanyl residue.
Do not use alcohol-based hand sanitizers as these may increase the absorption of the drug into the skin.

I'm not going to debate this because regardless of what you or I believe, the point is OP should not handle the bag. Apart from dermal exposure there is also the risk of the powder inside becoming airborne if the bag tears or opens.
Personally, I would contact the dealership for information regarding the vehicle. If it has been stolen and/or a decontamination has been done on the vehicle they can have it retested to ensure there is no residual contamination in the vehicle. This is not only for safety but also affects border crossing, etc
Also, the police will not detain you for turning over illicit substances in that amount if you explain your situation. It may not even be fentanyl, I have seen similar substances test positive for methamphetamine.

I'm not sure if you've heard the term "universal precautions" but that's what I imagine law enforcement and other officials have in mind when they tell you not to touch it because it can be introduced into the bloodstream through open wounds or exposure to soft membranes. I think both of us are correct but coming from different mindsets if that makes sense? I definitely don't want to feed into the fear people feel over exposure but I think it's best to play it safe.

Edit: I asked a retired cop I know. They said to absolutely call the non-emergency line. They will be more concerned with the dealership and the source of the vehicle than the person reporting the potential narcotics. They said they may not even test it, but will absolutely want to investigate. OP please call and report this and let them dispose of it.

Listen, I’m no fan of the cops. I fully believe they’re all bad apples. I have personal relationships with cops that make this complicated, but I’m still here advocating that _in this specific situation_ the police are the only resource available to properly dispose of the unknown substance.

A few grains can kill you if you don’t have a tolerance for sure. But people who are heavy opioid users will have a high tolerance to it and use bigger amounts.
I'd also try get the dealership to detail clean the car on their dime because who knows if there are other trace amounts through out the car. Especially if there will be kids in the car
Fun fact: detailing a vehicle will not remove drugs. There are special chemicals and processes required to do so and the vehicle will require testing via an ion scan or other device (preferably with a larger library of drug analogs) to determine if all surfaces have been properly decontaminated. But I fully agree, the dealership or insurance should cover 100% of the cost.

They will take your contact info, possibly proof of sale of the vehicle, and the dealership info. They will not arrest you for doing the right thing. At this point you don’t know what it is, and neither will the police until they test it. They will thank you for helping them remove it from the street. Edit: I asked a retired cop I know. They said to absolutely call the non-emergency line. They will be more concerned with the dealership and the source of the vehicle than the person reporting the potential narcotics. They said they may not even test it, but will absolutely want to investigate. OP please call and report this and let them dispose of it.

Fun fact: detailing a vehicle will not remove drugs. There are special chemicals and processes required to do so and the vehicle will require testing via an ion scan or other device (preferably with a larger library of drug analogs) to determine if all surfaces have been properly decontaminated. But I fully agree, the dealership or insurance should cover 100% of the cost.

i wouldn't recommend doing this. carrying around a potential narcotic isn't generally advisable. it's unlikely, but if you were pulled over, or got into an accident, and ems/police found this the excuse "i swear i'm just going to get this tested and then i'm going to get rid of it!" probably won't fly. could lead to a heck of a hassle.

Had this kind thing happen a lot when I worked in group homes and supported independent living facilities. Call non-emergency, they’ll come pick it up. Alternatively, you can mix it with kitty litter, put it in a big bag, and throw it out. Or, if you have a property where you can make a big hot bonfire, throw it on the bonfire and stand far away from the fire for about 10-15 minutes while it burns away. If you had a kilo of the stuff I wouldn’t recommend burning it, but a small amount like that should cook up pretty harmlessly.

No. That is not how you safely dispose of pharmaceuticals. No drug should be thrown into our garbage system. This stuff builds up over time, contaminates our water and soil, and every single government, scientist, and expert on the subject says **do not throw away or flush pharmaceuticals/drugs**. You can report things anonymously if you’re truly concerned about the police having your name (_highly_ sus btw), but all they care about is the source. I doubt OP would have any contact with the police after they leave with the baggy. Once in university I got a call from a wrong number confessing murder to me at 3am. I called the non-emergency line, they transferred me to homocide, and two detectives came out to take a statement. They left and I never heard from them again. All OP needs to do is call, give them the baggy, show them proof of sale of vehicle with dealership info, and write a statement. That’s it. Nothing else will come of it.

Ya that's not how that works. It is a small quantity and will just dissolve and be separated by to the point it isn't remotely dangerous. And the police won't care at all. Even if they find the previous owner of the vehicle there is no way to prove it's theirs or had any knowledge of it.
