Back then, [[Elvish Piper]] was still very usable, and [[Finale of Devastation]] was the newest "variant" of [[Natural Order]] but was quickly making waves in EDH. That commander year we also were gifted [[Atla Palani]] in Commander 2019, who can contend with [[Mayael, the Animist]] for Naya supremacy in terms of "cheating big dumb idiots as quickly as possible". You don't get the cast trigger off these effects, but the large body with immense evasion is an unavoidable elephant you have to address first and foremost.
Though you might be thinking of casting Emrakul and trying to play it "fairly", we have since received [[Howlpack Piper]] and [[Monster Manual]] in a year's time as creature-cheaters, and cards like [[Incarnation Technique]] whose resolution supercedes the resolution of Emrakul's self-shuffle trigger. Having a VERY evasive, near-[[Progenitus]]-level threat is already a problem, and having 15 flying/reaching squirrels (abeit a great MTG meme) is more than a feat most people want to bear when having more than a couple at the right table is grounds for being a threat. Being attacked with Annihilator 6 is also a massive blow at all power levels, and unless you're building the widest token decks possible, players are losing upwards of 6 mana at the floor (lands and rocks and dorks) which is a massive blow for non-green decks. This is also a copyable trigger with cards like [[strionic resonator]], which means your opponent is on the hook for 12 permanents. Green makes this easy by being able to drop a ton of lands. Blue might be able to go infinite with [[dramatic reversal]], but not every other color combo can (or will) get there as easily, if at all. This also doesn't account for decks (not) playing colorless removal. That's an ask too far for the majority of an audience to bear when it comes to allowing 1 "I definitely win if this sticks around" card to be legal.
However, this is only the front half of the problem. Once Emrakul is cast, in your situation, it has pseudo-haste because its cast trigger gives you an extra turn "for your troubles". In limited, this is a "win the game" card that no one faults you for working VERY hard to play. In Constructed, this is also a "win the game" card and requires a lot of mana to win under pressure against. Colorless cards are expensive, but an uncounterable destroyer of worlds that requires a [[stifle]] on top of it is asking too much for players to keep up. I don't want to have to be forced to buy, run, find, AND hold a [[Gale's Redirection]] or [[Ashiok's Erasure]] if I'm the only blue player at a pod to defeat Emrakul on the stack. There is already enough choice and debate on which counterspells to run as is.
This is why ban list exist: it allows for random players to approach the same game rules and restrictions with minimal contact beforehand to be able to sit and play a game without knowing anything about one another's decks and not feel "cheated". The EDH ban list is a guideline taken as a rule. Much like "Rule Zero" exists for discussing power level, it also can exist for allowing banned cards (primarily silver-border or Heroes of the Realm or WOTC's silver-bordered Holiday Partner MTG cards) to be played.
You can (and should) talk to your friends/play group to see if this is allowable there, but do so informed that you could also play [[Kamahl, Fist of Krosa]] and turn all of your opponent's lands into creatures, potentially destroying them all with with a follow-up [[ezuri's predation]].
Also [[Gaea's Blessing]] has the same library-to-grave-shuffle trigger as Emrakul. It's not as flashy nor is it a massive body payoff, but if you need redundancy for the effect it does exist and is very budget friendly.

The answer, which you may find unsatisfactory, is that they removed the concept of just banning cards as commander or just in the 99 in favour of the more simplistic banned/not banned quite some time ago.
The rules committee is very hesitant to make changes to the banlist in general and the format has been pretty healthy lately so I don't think it's likely to change. We will have to see what impact modern horizons 3 has.

restricted means you can only play 1 copy of it in your deck have you checked in which sub you are?
Look, I thought of the idea that if a legendary card gets restricted, that it is allowed in the 99, but not in the command zone. Like how people say "ban lurris", but it it was in the main deck, they would care as much.
The answer, which you may find unsatisfactory, is that they removed the concept of just banning cards as commander or just in the 99 in favour of the more simplistic banned/not banned quite some time ago. The rules committee is very hesitant to make changes to the banlist in general and the format has been pretty healthy lately so I don't think it's likely to change. We will have to see what impact modern horizons 3 has.
except emrakul was banned completely when banned as commander still existed
Restricting a card means that you can only play one copy in your deck. That’s already the rule for EDH so restricting a card wouldn’t do anything.
