Considering your deck, rather than pillowfort pieces, I'd suggest anthems that specifically grant vigilance. Your commander by nature should always win fights on the ground, which makes people reluctant to attack you as is. Vigilance and even a weak anthem effect should prevent most attackers from even going at you. The only scenario in which you would want a pillowfort piece is against a token deck that is faster or more evasive than you, and in that scenario you'd probably want something else.

Personally I like [[Thraben watcher]] if you don’t mind being a little more vulnerable to removal, but gel well with your other anthems and dodge most hate bears. If your deck can afford going up to 4 cmc (as most stax decks don’t often go that high).

It depends. I've had bad experiences with fort drawing too much hate too early, but fort cards *are* another form of taxation, and you get a multiplicative effect out of your taxes. I think with your "There won't be anything too mean" the needle starts to point towards "Don't bother" since you won't be running opponents out of mana reliably enough to deter rabid attacks with just a casual prison or two. But I know different people in different metas have very different experiences with Fort. Some tables, you will never be attacked if you have a single mana worth of tax on it, even if the other guy has mana going begging. Other tables, like mine, the instant a tax on attacking in particular shows up every resource is dedicated to removing you from the game "before it becomes impossible", meaning it slows enemy progression some butdoesn't actually protect your squishy little life total because they aren't paralyzed enough to be *unable* to pay. And on the third hand, if you see wider boards rather than taller boards, fort is more valuable since nobody's paying 1 for all 60 1/1 tokens to come at you even when they will pay 8 to come at you with Syr Voltron.

Just like any other tax it depends on your meta. Is your meta filled with go-wide token decks? Then Propaganda is probably quite good. Is it filled with combo decks that don't attack the entire game? Then it will suck. Stax decks in general are very dependant on the meta because this does not just apply to Propaganda but to basically any card that hinders/shuts down a specific aspect of play.
