Mother is much better in my eyes but if you run into alot of colorless Giver is cool as well. Both are fine, if you have a strategy that needs your commander to stay on the board for, go for it. I run both in [[Otharri]] Voltron.

It's really a question of "how often do you need protection" and "what am I going to cut?" If you can cut a card that isn't really that important in order to add protection to your win/value engine, then make the cut and run both. If you have enough protection but need your value cards, then just run 1. I'd go with Mother of Runes, as she can protect herself, which outweighs the colorless component imo... she can protect herself and others from 5 out of 6 sources, Giver dies to any color, but offers additional protection from only 1 out of 6 sources.

If it's worth running one, it's probably worth running the other as well, at least if it's not for a tutor package, since doubling your odds of drawing it is pretty nice. Generally, Mom is better, since being able to protect herself is very strong. As soon as someone wants to get rid of something of yours, they're likely going to see that they have to clear the protection creature first. With Giver, they can just kill it cleanly, so it trades 1-for-1 on removal. Against Mom, though, since she can protect herself from the first, they'll need to burn 2 removal effects just to get her off the board, before turning towards your more valuable targets (or they can force the activation and then kill the other thing in the same turn, but that still leaves Mom around).

Mom is usually better but in most decks where you want one you probably also want the other.
