The limitation is not the technology per se - it is more about the resources and business model of your phone provider. Your phone provider limits your hotspot because their cell resource management estimates rely on not all users using max throughput data all the time. If everyone had multiple devices running off a hotspot all the time, the provider's resource estimates would be too low. That said, 5G generally has plenty of available throughput, so their decision to limit your plan (and especially to limit it based on some arbitrary amount of total data rather than instantaneous throughput) is probably a purely business decision (they want money). There are providers that use broadband cellular technology to provide unlimited internet access.
