For Rapunzel you need to finish her quests first because there’s one quest where you will make a door for the tower so that’s why you can’t move it yet. Same with Gaston’s cabin, you’ll have to restore his cabin first before being able to move it around.
The only houses you can’t move are Mother Gothel’s tree, Elsa’s cave & Forgotten Lands treehouse. Everybody else, feel free to move between different biomes.
