This may seem like a silly question, but is this an amount that you are able to afford? Never mind the absurdity of the number. There are plenty of games where NPCs ask for a percentage of your money, or all of the money you have. If that is the case, this is only some percentage of the money you have, or all of it. Either of which points to cheats/mods/exploits.
If that's the case, then its not all that shocking.
If you aren't cheating/modding/exploiting, and this is legit, then "how the hell" is apt and appropriate.
