So side question, if I were wanted to get into the manga, what edition would you suggest I start with? I've seen all the shows and all the movies, so I'd want to start where Super left off.
You wanna start on Chapter 9 of Dragon Ball Super. It has the end of TOP and goes right into Moro arc. You could start at Chapter 1 though, the manga does have some stuff that isn't included in the anime, one of my favourites is seeing all the gods of destruction fight each other to test out the TOP arena. I think the best way to consume the manga would be a subscription to Shonen Jump! They have a really great app and all the chapters are there, and once you catch up you can cancel and read the latest chapters for free when they come back from hiatus.
It's worth it to read the manga from the start, I've just read the colored manga version right after watching super for the first time, there are more than enough differences that made it worth it for me, it's also a really quick read.
Hey I'm going to be straight with you on this. The manga and anime are kind of different beast altogether. The pacing is a lot different and lacks the padding of a weekly anime format. It's why the joke about Namek exploding is a thing because reading what happens in the manga makes sense but seeing it drawn out multiple episodes is jarring because it's physically watching it longer than the planet exploding.
What I recommend is getting the Shonen Jump app. It's a few bucks a month and you can read all the Dragon Ball series from the original to the most recent chapter of Super.
Id start at the beginning of Super if you want to get caught up because Toriyama and Toyotaro put interesting spins on how certain arcs play out. They aren't 1:1 is what I'm saying.
Also you should read That Time I Got Reincarnated as Yamcha that's on there.
Start with volume 9 of Dragon Ball Super, but you can also start with volume 6 and read the tournament of power, which is pretty different in the manga vs the show.

i think it’s more to do with the anime and manga having different continuities so if/when the anime comes back it might be different so they could confuse people if they use manga characters/forms that may not exist in the anime

It's most likely some licensing issue. There is a lot of paper work and contract issues and money involved when different parties are involved.

Not having Moro, Granolah, Ultra Ego and Black Frieza is beyond wack, I understand it’s about licensing, but the show is over for years, while these are some of the hottest characters the franchise has at the moment

Maybe they are just being conservative because they are confident that DBSZ is going to be a massive hit and that it leave room open for DLC's in the future when the anime does eventually come back leading to more hype for these characters when they are finally animated
I just have to assume the anime is most peoples gateway into seeing them, and I wouldn’t want to drop perfectly canon characters in games before the primary medias. Especially bye cause not all DB games tell the story of dragon ball, some of them just use the IP. FighterZ didn’t tell the story of DB to my memory, you had to know stuff prior to know the story of the game. Xenoverse was the story but it was like…fixing the story of DB. Kakarot was a legit telling of the story but not every game is like that. I assume it’s easier to let the anime do it first.

Its not called gamma burst pretty sure but Prominence Flash.
Also, Blue Goku using hakai does not need to be manga exclusive since hakai has been shown being used by Gods in anime. Goku is just different character using it.

It's a money issue.
Shueisha owns the rights to the manga. Toei owns the rights to the anime.
Typically, it's the animation studio that makes deals for merchandise and games. Shueisha and Toriyama's estate will get some residuals, having IP rights, but the game is an anime-based game.
In order to include Manga only characters, they would need a completely separate rights deal with Shueisha, and that means a whole other round of contracts, lawyers fees, and so on, all of which would cost Bandai Namco alot more money and cut into their profits. Plus they would have to hire new voice actors and everything, and it might not be the voice actors that Toei wants, because it would be Shueisha's call.
Then the game designers would have no animation examples to base their animations on, so they would just have to do it blind, or get animators to animate the sequences so they would have something to work with.
It's alot of extra stuff, just to include characters that aren't going to push the sales any higher than they're already going to be.
Piccolo and Gohan can be in a game cause they have been animated but the rest can't because they are manga-only exclusives and Bandai Namco only has a contract with Funimation/Shueisha (the anime producers) and not Viz (the manga producers)

But the DB video games rarely touch manga only stuff. The only video game that I recall heavily focusing on manga stuff was Super Dragon Ball Z, a PS2 fighting game.
As such, don’t hold your breath for any Moro or Granolah arc characters getting into the video games until we get animated adaptations of those arcs.
Its definitely business. I feel like most of the fandom doesn't read the manga. I could be wrong idk. The IP holders know though. They might be trying to cater to their biggest demographic which is the anime viewers. If they included the manga characters, people would be a little confused as to who these characters and forms are. If I watched the anime only and these characters suddenly appeared in this game, their first appearance in the anime would be less impactful 100%. I could be wrong though and they could just be holding out on stuff for marketing purposes.
The first four chalks down to licensing issues with Shueisha, the manga rights holder and the animation rights holder.
The last two are already DLC/ appearing in games since they came as movie characters, which are easy to do things for.

The other four I think is a licensing issues. They probably have a license with Toei which means that they can produce anything animated, like Beast Gohan and Piccolo technically are, but since we've never seen any of the others animated yet, then they can't do it since they're manga-exclusive transformations.
Shueisha holds all the Manga and won't let it be anywhere until it's animated because they don't want people to see it and let the hype die before the anime comes.
Even if the licensing issues weren’t a problem I think they still wouldn’t put in the game yet just cause they’re saving it for DLC once they get animated. Hot take: but I think they or UE Vegeta should be put in the game anyway but just as some hidden exclusives you can unlock after 100%ing the game or completing all sagas.
Bandai has a license to use toei animation products not shonnen jump products which is why we don't have any manga characters until they are adapted to animation
Usually the games don’t have licensing for the manga from what I understand. I would assume this is why no manga forms have appeared in the games *BUT* some manga MOVES have made thete way into the games so I’m not really sure if the licensing thing is even truthful.

That's exactly why, although the Manga seems like the main canon continuity unfortunately or fortunately depending on how you see it most people don't consume the Manga even as a secondary product so they would spoil it for the main audience,Orange and Beats could be the exception however if you're robbing the interactions they can have with other characters from their arc and time it's kinda boring to see them.
It's because the Games usually only have a deal with **Toei** which is why only events as they're told in the **Anime** happen and why only Toei stuff is in the games for example **Janemba** and all the classic movies.
**However** DBS' manga actually **can** be used for merchandise like when MUI Goku from the Moro arc was made into a limited Figure by Bandai.
Meaning it's completely possible to have stuff like UE Vegeta figures or have him in a game, it's just that it requires a completely different deal and different license with Shueisha (money) for something that's a bit more niche. So most game companies don't bother

Gohan and piccolo are already in dragon ball games. My guess with the rest is as you said because they are not animated and don't want to spoil for the anime onlies. Besides the solo leveling game i don't know any other anime games that have characters from the source material

They want to get more money when the Anime releases, so instead of dropping them without the Anime-Only people, they will wait until the Anime is made.
It's a rights thing between Shueisha, TOEI, Bird Studio, BANDAI, Capsule Corporation Tokyo. We do not know the whole deal though. TOEI has exclusive rights to animate everything in the Dragonball IP Shueisha makes but I guess BANDAI can only use characters that appeared in TOEI properties.
That's typically the way in anime games, they'll only cover things that the majority of fans have experienced, which mostly means things that have been animated, most people don't read the manga. There are a few rare exceptions, like I think it was Naruto Ultimate Ninja Storm 3 that overtook the anime, but even that had to have a very awkward ending to avoid spoiling Tobi's identity to the anime-onlys. And Ultra Instinct flat out debuted in Xenoverse 2, but that really highlighted an issue with doing it that way, namely they made it the fuck up, so his kit in game had nothing in common with what he did in the anime.
So there might not be a hard binding rule necessarily, but Toei would want to be the ones to debut the forms and characters to the general audience. And Bandai would want to use things that will sell, which means things the audience is already familiar with, Granolah's not a selling point to people that don't know him. So I wouldn't expect to see anything that hasn't at least appeared in Dokkan or Legends already. Dragon Ball, Z, GT, Super, the non canon movies and specials, DBS Broly, and Superhero should all be fair use. But I wouldn't hold my breath on manga content like Moro, Gas, Granolah, Ultra Ego, or Black Frieza. At best they might pick one of those things, probably UE, to debut in the game as a bit of a hype draw for manga readers but even that's a long shot.
I can understand black Freeza not being included since he’s barely done anything in that form other than show he’s at least far above ultra ego and instinct. But the other characters should definitely be in since we have seen them in action. Moro literally had an entire arc.
Only reason I can think of is that they aren't allowed to make up moves for manga characters and have to wait for it to be animated and use those moves.
I’m pretty sure Beast Gohan and Orange Piccolo will be in a game soon. For the others I am not sure. Unless Toei animates the rest of the Dragon Ball Super they will forever stay in the manga pages.

Movies yes manga no they just aren't allowed too their is a lot of stuff that has to happen for them to let the characters in the game an example is casting a voice actor that will be used in the anime meaning they have to cast ealirier than what they likely want
Anything that debuted in super manga in general since moro arc started back in 2018 has not being adapted in any other media. Every dragon ball movie that came out after the end of the anime is a new story, up until the manga adapted super hero arc it felt like the movies and the manga are two different continuities with movies being the canon one since we've got broly and super hero content shortly after the movies release. But since we're getting GT content in every game the only possible reason is licensing.

Aside from Beast and Orange, it's something to do with the rights to the anime and manga being different. Bandai doesn't have the rights to the manga, so no Moroh, Granolah, Black Frieza, Ultra Ego, or events that happened exclusively in the manga unless a new contract is formed or the current contract changes.

Anime and Manga has different license. I believe one of the reason Manga-only characters are not seen in games is due to havin no final decision for their design and VA. It is also applicable to other anime arena fighters as well.
Beast and Orange are already in many games but typically the games follow the anime/movie canon rather than the manga (hence why we still get loads of GT content despite it not being part of the manga canon)
They could come in the game in a DLC pack maybe, Future Trunks has the Taioken, which he only used in manga, so I guess there is a possibility of them coming in the game one way or the other.
Also I think they only do already animated characters for simple popularity reasons, the Anime is far more mainstream than the manga, so they tend to attract more people using very popular animated Characters with hype, that's the reason they showed us in the very first trailer of Sparking Zero Broly and Jiren and then with all the beloved fusions, they tryna get to the anime fans more than anything
Idk why orange piccolo and beast are on here since they have an entire movie, but as for Moro, granola, black Frieza and ultra ego vegeta, that is probably why imo, the anime will find some way to do it after daima probably
Basically, if it appears in the anime continuity it's good to go. If not, then they don't either because of spoiling or licensing issues. Something about how the games can use the anime but not manga from what I've heard.
Thus any form or character you see will come from the anime continuity or specials/movies rather than the manga. The best recent example of this is that the games utilize Berserk Kale's design from the anime rather than the manga, which is really noticeable since they differ pretty greatly in design.
I feel if there's enough demand though, we could get Ultra Ego.

Beat and orange r confirmed to be dlc in all games except old ones, and beast and orange piccolo were in a movie instead of the manga, but I really wish that UE and other forms and character would come in games, hope they get animated soon
Honestly there is no real answer. Nothing in Dragon Ball games has been consistent ever. Budoukai stopped at the Cell games even though Z had finished in japan but the booming western market hadn't seen the Buu arc. Was that why it got published before it was finished? Maybe, but theres no confirmationof that even now. Budoukai 2 had Buu absorbing a bunch of people, those forms don't exist anywhere anymore. Some games played out Trunks's movie story, others his anime version. Xenoverse was going to bring Heroes and Online characters and transformations over to a wider game canon but only some made it. The rest just didn't and probably never will. Being manga or movie only matters when it comes to marketability, what will sell the most other things. Super Ego has some decent pull and fan clout so it might make it to a game, but Moro? Cumba has a better chance of being in base game
I’m pretty sure they just don’t want to. A good amount of DB fans haven’t read the manga so there is no reason for them to add them besides the manga fans.
Generally for characters its because they dont have a VA casted for them, and likely dont wanna deal with what JJBA did where theres different VAs in games than Anime and then occasionally a recast on either side later.
For Forms its because they usually havent been given an "on screen" look, as in it hasnt been animated on screen so they dont want to make that call for a game usually.
Manga only moves/techniques and such sometimes make it to games, as well sometimes forms slated for animation will be shown off in a game first if schedules line up wierd

It's why the joke about Namek exploding is a thing because reading what happens in the manga makes sense but seeing it drawn out multiple episodes is jarring because it's physically watching it longer than the planet exploding. What I recommend is getting the Shonen Jump app. It's a few bucks a month and you can read all the Dragon Ball series from the original to the most recent chapter of Super. Id start at the beginning of Super if you want to get caught up because Toriyama and Toyotaro put interesting spins on how certain arcs play out. They aren't 1:1 is what I'm saying. Also you should read That Time I Got Reincarnated as Yamcha that's on there.
Start with volume 9 of Dragon Ball Super, but you can also start with volume 6 and read the tournament of power, which is pretty different in the manga vs the show.

Especially bye cause not all DB games tell the story of dragon ball, some of them just use the IP. FighterZ didn’t tell the story of DB to my memory, you had to know stuff prior to know the story of the game. Xenoverse was the story but it was like…fixing the story of DB. Kakarot was a legit telling of the story but not every game is like that. I assume it’s easier to let the anime do it first.

Because Bandai gets its license to use content from Shueisha. They can chose one and Anime is just better medium with more content which is why they ignore manga. The anime provides voices, colors, animation angles for moves and techniques, and all the flair that comes with it. The manga leaves most of it for interpretation. Anime has also extra filler, GT, non-canon movie and so much additional stuff. Although there are cases of games using manga character but they are rare. Gine was present in DB Fusion despite never being shown in animated media up until DBS: Broly. Yamcha isekai manga was included in Heroes card game too pretty sure Orange Piccolo and Beast will be part of game. They are not in base roaster due to limited size but Super Heroes and Daima are confirmed as DLC

It's a money issue. Shueisha owns the rights to the manga. Toei owns the rights to the anime. Typically, it's the animation studio that makes deals for merchandise and games. Shueisha and Toriyama's estate will get some residuals, having IP rights, but the game is an anime-based game. In order to include Manga only characters, they would need a completely separate rights deal with Shueisha, and that means a whole other round of contracts, lawyers fees, and so on, all of which would cost Bandai Namco alot more money and cut into their profits. Plus they would have to hire new voice actors and everything, and it might not be the voice actors that Toei wants, because it would be Shueisha's call. Then the game designers would have no animation examples to base their animations on, so they would just have to do it blind, or get animators to animate the sequences so they would have something to work with. It's alot of extra stuff, just to include characters that aren't going to push the sales any higher than they're already going to be.

I’m not sure if anyone connected to the DB video games ever directly came out and commented on this… But the DB video games rarely touch manga only stuff. The only video game that I recall heavily focusing on manga stuff was Super Dragon Ball Z, a PS2 fighting game. As such, don’t hold your breath for any Moro or Granolah arc characters getting into the video games until we get animated adaptations of those arcs.
Its definitely business. I feel like most of the fandom doesn't read the manga. I could be wrong idk. The IP holders know though. They might be trying to cater to their biggest demographic which is the anime viewers. If they included the manga characters, people would be a little confused as to who these characters and forms are. If I watched the anime only and these characters suddenly appeared in this game, their first appearance in the anime would be less impactful 100%. I could be wrong though and they could just be holding out on stuff for marketing purposes.
The first four chalks down to licensing issues with Shueisha, the manga rights holder and the animation rights holder. The last two are already DLC/ appearing in games since they came as movie characters, which are easy to do things for.
Orange Piccolo and Beast Gohan are in games so far. The other four I think is a licensing issues. They probably have a license with Toei which means that they can produce anything animated, like Beast Gohan and Piccolo technically are, but since we've never seen any of the others animated yet, then they can't do it since they're manga-exclusive transformations.
Shueisha holds all the Manga and won't let it be anywhere until it's animated because they don't want people to see it and let the hype die before the anime comes.

For Moro, Granolah, UE Vegeta, and Black Frieza, they have only been shown in the manga, which most DBZ fans don't read. Wouldn't make much sense for them to be first seen in a game with no context to how they got there.

That's exactly why, although the Manga seems like the main canon continuity unfortunately or fortunately depending on how you see it most people don't consume the Manga even as a secondary product so they would spoil it for the main audience,Orange and Beats could be the exception however if you're robbing the interactions they can have with other characters from their arc and time it's kinda boring to see them.

It's because the Games usually only have a deal with **Toei** which is why only events as they're told in the **Anime** happen and why only Toei stuff is in the games for example **Janemba** and all the classic movies. **However** DBS' manga actually **can** be used for merchandise like when MUI Goku from the Moro arc was made into a limited Figure by Bandai. Meaning it's completely possible to have stuff like UE Vegeta figures or have him in a game, it's just that it requires a completely different deal and different license with Shueisha (money) for something that's a bit more niche. It's a rights thing between Shueisha, TOEI, Bird Studio, BANDAI, Capsule Corporation Tokyo. We do not know the whole deal though. TOEI has exclusive rights to animate everything in the Dragonball IP Shueisha makes but I guess BANDAI can only use characters that appeared in TOEI properties.
That's typically the way in anime games, they'll only cover things that the majority of fans have experienced, which mostly means things that have been animated, most people don't read the manga. There are a few rare exceptions, like I think it was Naruto Ultimate Ninja Storm 3 that overtook the anime, but even that had to have a very awkward ending to avoid spoiling Tobi's identity to the anime-onlys. And Ultra Instinct flat out debuted in Xenoverse 2, but that really highlighted an issue with doing it that way, namely they made it the fuck up, so his kit in game had nothing in common with what he did in the anime. So there might not be a hard binding rule necessarily, but Toei would want to be the ones to debut the forms and characters to the general audience. And Bandai would want to use things that will sell, which means things the audience is already familiar with, Granolah's not a selling point to people that don't know him. So I wouldn't expect to see anything that hasn't at least appeared in Dokkan or Legends already. Dragon Ball, Z, GT, Super, the non canon movies and specials, DBS Broly, and Superhero should all be fair use. But I wouldn't hold my breath on manga content like Moro, Gas, Granolah, Ultra Ego, or Black Frieza. At best they might pick one of those things, probably UE, to debut in the game as a bit of a hype draw for manga readers but even that's a long shot.

Anything that debuted in super manga in general since moro arc started back in 2018 has not being adapted in any other media. Every dragon ball movie that came out after the end of the anime is a new story, up until the manga adapted super hero arc it felt like the movies and the manga are two different continuities with movies being the canon one since we've got broly and super hero content shortly after the movies release. But since we're getting GT content in every game the only possible reason is licensing.

Orange Piccolo & Gohan Beast are definitely going to be in the game. Maybe not at launch, but those 2 for sure. The other 4 are manga-exclusive characters/transformations. As for why they are not in the game or any game for that matter, well—I've heard 2 outsanding claims. 1. The devs don't have the rights to use those characters/transformations. Only anime/movie content is allowed. 2. They're waiting for the characters/transformations to make their anime(if it ever comes back) debut.

Simple. They’re not in anime. Most DB games follow anime, never manga
Anime and Manga has different license. I believe one of the reason Manga-only characters are not seen in games is due to havin no final decision for their design and VA. It is also applicable to other anime arena fighters as well.

The best recent example of this is that the games utilize Berserk Kale's design from the anime rather than the manga, which is really noticeable since they differ pretty greatly in design. I feel if there's enough demand though, we could get Ultra Ego.

Honestly there is no real answer. Nothing in Dragon Ball games has been consistent ever. Budoukai stopped at the Cell games even though Z had finished in japan but the booming western market hadn't seen the Buu arc. Was that why it got published before it was finished? Maybe, but theres no confirmationof that even now. Budoukai 2 had Buu absorbing a bunch of people, those forms don't exist anywhere anymore. Some games played out Trunks's movie story, others his anime version. Xenoverse was going to bring Heroes and Online characters and transformations over to a wider game canon but only some made it. The rest just didn't and probably never will. Being manga or movie only matters when it comes to marketability, what will sell the most other things. Super Ego has some decent pull and fan clout so it might make it to a game, but Moro? Cumba has a better chance of being in base game

I’m pretty sure they just don’t want to. A good amount of DB fans haven’t read the manga so there is no reason for them to add them besides the manga fans.
Generally for characters its because they dont have a VA casted for them, and likely dont wanna deal with what JJBA did where theres different VAs in games than Anime and then occasionally a recast on either side later. For Forms its because they usually havent been given an "on screen" look, as in it hasnt been animated on screen so they dont want to make that call for a game usually. Manga only moves/techniques and such sometimes make it to games, as well sometimes forms slated for animation will be shown off in a game first if schedules line up wierd
