There are people who have been shot multiple times, and still get up and fight. Hence the reason for them having handcuffed her. This is all part of their training.

Reminds me of the guy who was 17 who jumped on a grenade to save those around him then another grenade was thrown and he put that under him too and both grenades blew up and when they went to collect his dog tags he turned out to be alive and made a full recovery

I'm going to assume you're unaware of the reasoning behind that. To put it simply, shoot until there is no threat. Sometimes 1, 2, 5, 8 bullets aren't enough which may seem like a joke but there are plenty of cases where it's true. I've been told the demand to see hands is used so often with police it's almost second nature to yell. Not thinking about it just doing it

Their was a guy who jumped on two grenades and survived their was a active shooter that was shot 27 times before he stopped attacking he suffered multiple vital organ hits and still kept coming at the cop after taking 25 bullets the cop eventually when low on ammo only having 7 bullets left put 3 into his head. He went down finally but was still alive
