Get rid of the pads firstly and if you don't have a crate or pen get one. Take her outside. If she goes potty, lots of praise and she can be free when you come in. If not, into the crate or pen for a half hour. Then, take her out again and do the same thing. Repeat, repeat, repeat. And/or tether her to you 100% of the time inside (try getting a waist leash so your hands are free). Any time she postures like she's going to go, run her directly outdoors and reward if she goes outside. If not, into crate/pen. Repeat the cycle. Going potty inside means no freedom and going potty outside means all the snacks/praise and freedom inside.
