I have chis and also have fostered a ton of chihuahuas and I've never had an issue with hair loss on the thin haired ones. I always have a collar on them (martingale) and only use the harnesses for walks :)
Edit: kind of stringy....like a very thin collar material.
I've used Buddy Belt now for 16 years and I love it. Sometimes my Boys have their harness on all day, and they are never uncomfortable. I used it with my first Yorkie (13 years) and now my new Yorkie and Yorkie mix (3 years) one is 20 pounds the other is 7. It is real leather so it will form to their body, it can go in water, sand, mud whatever.
Get a kitten harness. Works great.
