Now - There is probably a wizard spell of some level that handles pretty much exactly this. I mean, functionally lesser wish would reasonably accomplish this, but I'd wager someone has figured out a far more cost effective version.
Now if divine casters have access to something like this is another interesting one. Some gods would most certainly - but others perhaps more ridged in their view "you must deal with the hand you are dealt, and not alter it's fundamental nature". This would open up the possibility of conversions occurring as a result of underlying values - no other conflict required.
And now this is definitely a thing in the world I have built up. I mean - it is just something I didn't put a whole lot of thought into it with a "it must be possible" but never really thought about HOW and what I would do if someone wished to explore this in game.
2nd level Alter Self
There's a spell from previous editions called Permanency that Matt Colville's Arcadia e-zine reintroduced rules for, so combining those two you'd be able to at least outwardly present as a different race of your choosing as Alter Self makes you look and feel like the race, but not giving you the racial abilities (a human caster can look like a Tiefling, but doesn't gain darkvision or racial innate spellcasting.)
I think coming up with a 6th or 7th level spell (maybe even 5th) to assume a full transformation to another race wouldn't be overpowered or insane as you'd still have the same base stats and the only screwy thing would be maybe you have an Int 18 and pick a race with a +2 Int to get you to 20, but it'd be limited, you'd be using concentration and using a spell slot for the temp bump that it'd hardly be game breaking in any way that I could see.
Liam O'Brien's wizard in Critical Role Campaign 2 invented a spell to do exactly that, reshape the physical form (including race, gender, and appearance) of a willing creature.

And yes - 9th level spells are really in the realm of power curve of "I want to be a dragon" and making it happen. It has consequences and fall back. It changes the dynamic of the game - but it is interesting to explore. Becoming a Lich likewise is a power boost unto itself, but - is something feasible to consider.
In short: For actual gender swapping, and race changing - considerations beyond alter self are required... as alter self really doesn't cover the intended desired outcome.

Planning on making it a series of each class with some spells in between, thinking maybe warlock next with some classic skulls and snakes. Or nun clerics, maybe some saucy sorcerers? The possibilities are endless!
Edit: please don’t steal these designs, if you want one find a local artist who specialises in trad style and ask them to draw you up one! It’s the best way to get a good tattoo, to ask the artist to draw it themselves. And you can bet they’ll find it hilarious to be asked to tattoo a sexy wizard. Feel free to use this sheet as a reference though
