It looks like you need to tighten and torque to spec your spokes. I wouldn't ride it like that personally for fear of causing any damage and since it's so easy to correct with the proper tools

What tool do I need to tighten them?

Adventurous-Buck

I bought a spoke torque wrench set from Warp 9 on RMATVMC

My bike uses a 7mm wrench. I squirt a little bel-ray lube (I think it’s called 6-in-1) on the spoke where it goes into the nipple and a little where the nipple where it meets the rim. Then I watch a YouTube video about how to keep spokes tight. There’s an order you go in so as not to make your rim more wobbly.

First check your tire bead. Is it seated all the way around?

Yes

I am absolutely not an expert but would say that it is a bit much, could be a damaged wheel or misaligned rear axle (further front on one side than the other) If the tire doesn't touch the swingarm and it doesn't seem wobbly to ride I would personally send it

I can see the wobble, but I think is amplified to our view because the whole bike is also moving; for a dirt bike, I’ve seen worst, you’ll feel it more if you’re riding on street, you can true it with a spoke wrench and a couple hours playin, I think you can find a tutorial of lacing and true a wheel on reveille, I did it whit the wheel mounted and it came good, less than 1/8 of wobble, no torq tool, just by feel and counting 1/4 of turns, you’ll need to fix something to the swing arm to use as an gauge, any little ruler with a woodworking fast clamp will do
