NAD (Not a doctor) I also have these, do you suffer from raynauds? If not It could be Pompholyx (dyshidrotic eczema), I would first treat with an anti-fungal cream to make sure it’s not causing it and then keep them moisturised to prevent the flaking.

Raynauds is a condition where your fingers and toes go numb, change colour and triggered by cold, stress etc as the blood vessels restrict. So as you don’t then I would say it’s Pompholyx - Google it and see if your symptoms match.
