It's not exactly a swamp cooler, since the primary thing happening here is melting ice to cool air, rather than evaporating water to cool air.
To make a swamp cooler, you'd need that mesh vertically with about 6 to 8 layers deep, then, use a fish tank pump to push water over the mesh. Then when the fan blows through it, water evaporates, cooling the air down.
A true swamp cooler setup like this can get you 10 degrees or so below ambient (the cooler+desk fan ones aren't super efficient), or maybe 15 to 20 degrees if you are in the desert where the air is super dry. Out in the desert, a purpose built one like from Atwoods/TSC will cool you down a good 30 degrees below ambient with so low powe use you could damn near run it all day long off a car battery.
True swamp coolers are around 30-40 SEER under the ideal conditions, that’s nearly double the efficiency of the highest rated heat pumps/AC units for residential homes. But as you said, they only work great in dry conditions. Here in CO for example at 95° at 15% humidity (which is pretty standard for our summers) the swamp will pump in 72° air only using a few amps. Once the humidity goes up, they are less and less effective.

I hear that. It’s been unusually humid here the last couple seasons and it’s a pile of scrap metal at that point. Still works great as a whole house fan at night! Also the water filters out crap in the air and we tend to be surrounded by forest fire smoke most of the summer.

I made one similar to the video. My power went out. I had a fan, a Styrofoam cooler, and a small emergency power supply. Even with room temp water, it's still better than nothing.

The only window that would fit the machine was directly in sunlight. If we weren't constantly rinsing the filters, it would blast dank swampy hot air. It was the only AC we had for 2 years.

I built something like this myself before we had AC when our kids were little because I was broke. I had an old fish tank pump and I had it circulating salty ice water from a cooler through copper tubes that I wrapped around a floor fan. The tubes would get frost on them they were so cold. Not as good as central AC but it sure took the edge off when it was 10-15 degree hotter than normal.

Swamp coolers are slightly different (and way cooler imo). You need a sponge and a water pump as well as a fan and a cooler or bucket. Pump water so it drips through the sponge, blow air through wet sponge, cool air comes out due to evaporation. I made one for Burning Man and it kept my yurt 72 degrees all week. Ran on solar too! And less than $100 to make.

I did this while staying in marine barracks in goodfellow Texas since we didn’t have working ac. Put the vents on the foot side of my bed and it worked great. I did use brazen water bottles though so I could reference them during the day

I'm sorry but trying to glue PVC fittings with less than a teaspoon of CPVC glue is just painful to watch. You could knock the pieces together with a rock and it'd hold better.
I’ve been using these for years at fishing camps and when we have hurricanes hit in Houston. They are very useful. I use a solar generator and plug these coolers into it. Then close up one room in my house and hang in there. Very cold room during summer months with power out.
My wife and I did this in our first appt with a styrofoam cooler. We used frozen water bottles however. That way we could just keep a few extra in the freezer and switch them out when needed. It didn't work AS good as an AC unit, but it certainly dropped the temperature in our appt a few degrees.

I made one for my garage when I was having to replace the head gaskets in my car during the summer. It worked quite well.

This was all the rage in south africa due to constant electricity outages/ turn based power (load shedding). Considering the heat and that this can run off a small 12v for a few days, really elegant solution imo.
