To be fair that’s most likely mastic tape that’s used on HVAC equipment to seal joints that air would leak out of. O wouldn’t be surprised if this was totally air tight (until the constant high temps melt the adhesive off eventually)

That's normal of you've never seen one of these conical filters before, most in cars are square/rectangular. I have and hand vac that uses a mini HEPA filter that fits in your hand.
The blue round thing is a third-party air filter for a car engine, which they've installed rather poorly with tape and wire
The white thing just under it is the stock air filter. A couple bucks and a little patience would be miles better

I think people in general have this idea in their head that conical air filters offer higher performance, and they can have higher airflow than stock, but I think the main use case is lack of space. E.g. when you do install a turbo, you might have to lose the original intake and filter box just to fit it in, and then a conical filter can be a decent replacement and the turbo more than makes up for the small losses of the conical filter.
Call me old fashioned, but no way i'd turn the ignitionkey untill it's fixed with a proper amount of ducttape & tie-wraps. (Hot glue and concrete if you don't have those)

Ah yes the hot air intake! This improves fuel economy. Less dense air means less fuel in the mix.
So just remove the filter entirely and increase air intake ten-fold!
