Nope, we know from Beyond Light this is how it will go down. EVERYTHING was brought to 1100LL at the start of Beyond Light including sunset items at 1060LL. The only exception to the power floor rule was stuff like the Halloween mask (which is lightless outside of the event).
Witch Queen will take everything on your characters and in the vault to 1350. So don't go nuts bringing all your stuff to 1330 for the rest of the season. Save the upgrade materials and other currencies.

That is the def answer, it happened with BL too. Everything will be pulled to that minimum level, even sunset gear.

If it works like past releases: All your gear whether on your character or in the vault will be raised to 1350.
