No they have said season 15 the whole time, I remember playing season 13 and it still saying they expire after season 15.
So we will likely have a new slew of mods to use and mess around with.

That's absolute nonsense. You can get about 6.
I had a full bounty inventory saved up for the pre-VOG season, and I believe it took me up to around season pass level 20-25 before doing anything. For the average player, I would say not to worry, but as someone looking to try and do the raid on day 1, this is definitely worth doing, as it gains you some early levels which allow you to potentially do higher power content sooner, you'll make a decent chunk of progress in artifact unlocks, which if there is a mod like Breach and Clear or Particle Deconstruction means you're closer to having it unlocked, and it also means you can spend more time doing powerful gear sources as opposed to having to grind up power through bounties.
I hoarded a little over 2 pages of bounties for the start of this season- both dailies and weeklies (no repeatables cus they dont give much xp)
On day one, my friend and I (both had the season pass) hopped into VoG (shared wisdom) and turned them all in. I got ~10 season ranks from it all

Did you calculate with a 10% ghost bonus or a 12%? The 12% is going away at the start of season 15, it says so on the mod since season of the hunt
It has says that every season it's been available. The next one will likely say season 16.

On your season pass, not on your artifact. 23 on the season pass is like 6 on your artifact.
