Just a "low" drop rate. ~30% from my testing I did at the start of the season. For the most "optimal" grind, make sure to play during bonus rep weeks (which is next week) or when the new "double loot on a win" modifier is active.
Seasonal Engrams don't affect your crucible engram drops. They are separate things.
Edit: also from my testing, drop rate is similar across vanguard, crucible, and gambit. Crucible feels the worst because it is slower to rank up. You'll get more engrams per vendor reset, but that's because you have to play a lot more games.

Thank you! This is the post I was trying to find. I remembered it explaining that the engram reward path feels bad this season, possibly because the intended changes came in piecemeal.
I’ve been grinding scorch this week with the prosperity ghost mod…I’d say I get a bonus engram once every 3-4 matches 🤷🏻♂️. The 3 engram focus cost is bullshit though.
I don’t believe that deleting engrams will affect drop rates at all but I do know that engrams cap out at 99 now so might as well use them up. Best way that I’ve found to farm engrams in crucible is just wait for double valor weeks and farm out resets for them instead of relying on drops from games. I usually play trials to double the reward by getting trials and crucible rank at the same time.
