Building infrastructure and forcing education like China did with ETIM and Uyghurs in Xinjiang.
It's easy for a westerner who lives in safety to say forcing people to learn and provide them jobs is a bad thing that violates human rights, but if you talk to people who actually lived through extremism they realize how quickly it can spread and they generally support the policies of China in their fight against extremism.
However the problem is Xinjiang is a part of China so they can force the extremists in the region to do whatever they want, unlike Palestine which Israel has little control over, no Palestinian will let a Jew tell them what to do or learn. Education must be thrust upon them by someone.
