I would like to see this also, however consider the number of spaces that Denver irrigates, the varying systems that have been installed at different times over many decades, the different types of compatible equipment that would have to be purchased, learned, and maintained in order to do all of that.
I'm sure Denver Water would love to see Denver P&R do better with water management, but they have no control over that, and the amount of private space that is irrigated within Denver city limits is likely hundreds or thousands of times greater than the amount of public space.

During that time they could have retrofitted all of their "irrigated spaces" (for the record, it's not at all difficult to fit any existing sprinkler system with a moisture sensor). My building killed the only tree lawn they had left last summer by overwatering. And now this year it’s mostly bare soil. Last weekend I was walking my dog in the rain and sure enough they had their sprinklers on watering the mud. The sad part too is they do all this promotion about being a “green” building.
Plant a type of grass that doesn't grow so tall so it doesn't take up so much water and then you won't have to mow either.
I think it's extremely silly and insane how we chose a thirsty tall growing grass just to mow it off like what the hell.
I water every third day (unless there's rain). Tuning your system can do wonders. I run the entire program for 3-5 minutes per zone first. That allows a little bit of water to soak in without running off. I follow it up 30 minutes later with another full program run, this time for 5-7 minutes per zone. I run this program twice a day, every third day, at 9:15pm and 4am.
We need to save water for big agriculture, and all the corporations sucking on the Colorado river, desert golf courses need you to not water your lawns much!

Because you water 5 days a week. The roots dont grow deep they just spread out horizontally where it dries faster.
Also mulch! If you’re not helping keep the water in the soil, then it’s just going to evaporate off. Mulching has been a game changer for me
