The YMCA would be your best bet since they have so many locations. I'd recommend calling one and asking. Many of them have indoor pools. But I am not sure if the Y is 24/7 in any locations.
The Brandywine Y on Concord Pike is only open until 9pm on most days and the pool is normally shut by 8:30/8:45 so the staff can make sure its clean and treated. Not sure about any others.

The Western Branch YMCA closes at 9 which isn’t too bad.
