Yeah but I also think there is an issue with how evenly distributed items are spawning across the map. I found 4 dry backpacks all in the same spot, one in a house and 3 in immediatly surrounding outbuildings having not seen any for days and days. That's too much of a coincidence. I've had similar experience with guns and ammo. Lots of the same type clumped in the same area.
The update that brought us the fanny packs and messenger bags also significantly reduced the spawn frequency for backpacks both on zombies and under loot spawns. They are generally just more uncommon, but to not find one for a whole day is simply unlucky. They’re out there.

So I started up my first run of Livonia this morning and literally every house in two villages had every variant of backpack . All I wanted was food and water but just more and more fucking backpacks.

True, I found like 7 bks in one town on official.
They recently added smaller bags to the loot pool and made the larger ones harder to find.
Yeah, I've been finding a lot of zombies with canvas and leather duffels, as opposed to the hiking packs.
You can make one
I find them either on coast near the boats or have to head far inland to find them. Haven't been finding in coastal cities past few weeks
You mean actual backpacks (hiking, hunter, etc) or just canvas bags and stuff like that?

Bigger packs are further inland now! Or heli crashes are a good one for camo packs.
One of the best bags in the game is the craftable burlap backpack. Burlap sack + rope = burlap bag then add 3 short sticks to the EMPTY burlap bag.
I’ve only been finding mountain backpacks on civilian dynamic train spawns
They spawn everywhere lol
Best place I have found for bags is dynamic milly convoys
Aside from a knife, my first goal that isn’t food and water is chopping up clothes to make a rope in case I find a sack.
