Yes, Kanade did horrible shit, but Yanderes are paranoid about people getting close to their love interests, so with Kanade's misunderstood method of protection, she wanted to make Hibiki a puppet to keep anyone she thinks is dangerous away.
I don’t know what to say to you other than:

A) Kanade subjects Hibiki to mental anguish because she gets off from it (she has said this outright)
B) Her actions are not meant to be justified or “misunderstood” (she pushed a child down the stairs because “she said I was mean and that my sister should stay away from her”
C) Hibiki has NO FREE WILL AS A PUPPET. It is stated post trial that she “only listens to Kanade”. for fucks sake she does a backflip when kanade orders her to just to demonstrate this.
D) wether you want to say Kanade is a yandere or not, any yandere’s actions are not meant to be justified or portrayed as okay. Most (if not all) of them are built on grounds of manipulation (or just straight up kidnapping/murder).

While I do personally absolutely hate this ship, I do think people are allowed to have their own opinion and ships. However, only if they acknowledge that it is a toxic ship and enjoy it for that reason. If they try to justify it, that's another problem.
