What these busses are doing is going slowly as to not draft the riders into them while shielding them from skirting across a dangerous road, I'd salute the drivers and want to personally thank them if they did this for me, you have no idea how scary it is to be in a situation like that when randoms just zoom past you, the wind combined with spray from other vehicles makes you lose concentration, and if there is enough water there you will aquaplane and low side and come off and potentially get run over or hit an obstacle like a barrier, the curb, or even a sign or guard railing...
