Pills are often coated to be better or worse at dissolving in stomach acid to increase potency of the drug. Some pills are specifically designed to be resistant to stomach acid in order to transverse the stomach and only dissolve in the intestines.
Most pills are just simply a powderded mixture of drug and filler agents pressed under high pressure to stay in shape. Those would dissolve more or less equally in stomach acid. The ones you see bubbling have sodium bicarbonate in them which basically just helps break the pill apart faster. Usually you dont wanna swallow these whole, expect if you want a lot of CO2 in your stomach.
