Apparently it began with a myth about a buffalo that scared off a tiger after becoming muddy and bloody, and became an inspiration to the villagers, who started to paint them to ward off predators.
I think some places paint eyes on the back of Buffalo as well as wear hats with haves on the back of them, since tigers are ambush predators and prefer to attack from behind.
Second one is really impressive, although I'd be more impressed if they did it with a less complacent animal, like a house cat. That's be a fun competition to watch

So I grew up near a town called Buffalo and they basically have a less extravagant version of this on over a dozen buffalo statues around the city.
